CRAWFORD COUNTY LAND REUTILIZATION CORPORATION MINUTES FOR NOVEMBER 20, 2025

Meeting called to order by Steve Reinhard, Chair at 3:03 PM.

Roll call: Barb McCollough, Steve Reinhard, Tommy Starner, Eric Baldinger, Tim Ley, Larry Schmidt. Jennifer Kuns, Absent.

Guests: Landyn Hill.

Motion to approve 10/8/2025 Minutes: Tommy Starner, second Tim Ley, voted and passed.

Motion to approve Financial Report: Larry Schmidt, second Eric Baldinger, voted and passed.

Motion to approve bills for payment: Eric Baldinger, second Tommy Starner, voted and passed.

The bank reconciliation was presented to the board, read, and signed.

Old/unfinished business: 636 S. Center New Washington, a motion to facilitate transfer to the Village of New Washington, from the Auditor and through the Land Bank, pending a resolution from the village council accepting ownership: Eric Baldinger, second Tommy Starner.
343 S. East St.: Still testing and assessing soil sample from various points on the property phase 1 & 2 done.
126 S. Kibler: Continued testing on neighboring property and came back with actionable levels of contamination. Requesting access agreement for further tests.

Motion accepting Resolution No. 2025-01 dated 11/19/2025 authorizing Barb McCollough to act as the official representative of the Crawford County Land Reutilization Corporation and to submit an application to participate in the State of Ohio Brownfield Remediation Program Fund. Eric Baldinger, second Tim Ley voted and passed.
A $230,000 demo grant from D.O.D was also discussed.
