CRAWFORD COUNTY LAND REUTILIZATION CORPORATION MINUTES FOR OCTOBER 08, 2025

The meeting was called to order by Vice Chair, Jennifer Kuns at 3PM.

Roll Call: Jennifer Kuns, Barb McCullough, Tommy Starner, Eric Baldinger, Tim Ley, Larry Schmidt.

Visitors: Makenna Laser, and Ashlea Shaw of the Crawford Partnership, Landyn Hill, City of Bucyrus.
Motion to approve 8/27/2025 minutes Eric Baldinger, Second Tim Ley. Voted and passed.
Motion to approve financial report Larry Schmidt, Second Tommy Starner. Voted and passed.
Motion to approve bills for payment Tommy Starner, Second Eric Baldinger.

Bank reconciliation was presented to the board, read, and signed.

Old Business: Updates
504 S. Union: Lot has been cleared of neighbor's junk. FOR SALE sign will go up.
636 S. Center LLC.: A company is interested in a purchase of the site, discussions on-going.
710 Clay St.: Deeded to the City of Galion
343 S. East St.: Still testing and assessing soil samples.
126 S. Kibler: Continued testing and evaluation of site.
1079 Poe Rd.: Park District project completed $22,500.

Motion to add Crawford County Treasurer Steve Reinhard to Director and chairman of CCLRC.
was made by Eric Baldinger and second: Tommy Starner, Jennifer Kuns abstained. PASSED
As specified in section 3.2.0.0 of the CCLRC's Code of Regulations, each Statutory Director's
term shall run concurrently with the terms of his/her office. As the County Treasurer is a Statutory
Director ( in accordance with ORC1724.03(B) ) and Steve Reinhard is now the Treasurer, he is now a
Statutory Director of the Land Bank. Section 9.5.0.0 of the CCLRC's Code of Regulations states all checks
shall be signed by (2) of the (3) Statutory Board Members. As such, Steve Reinhard should be added to all accounts and signature cards with CCLRC's current bank, Park National Bank.

Motion to approve 2025 Budget Adjustments: Jennifer Kuhns, second Eric Baldinger. passed.
Approve 2026 Budget including purchase of laptop computer Windows 11: motion Eric Baldinger,
Second Tommy Starner. PASSED

Beginning with January meeting CCRLRC will meet on second Wednesday of each month 1/14/2026.
