CRAWFORD COUNTY LAND REUTILIZATION CORPORATION MINUTES July 30, 2025

Call to Order: Cindy Edwards 3:00 PM 

Roll Call: Present Tim Ley, Larry Schmidt, Eric Baldinger, Tommy Starner, Barb McCullough( Manager), Jennifer Kuns (absent) 

Guests: Galion City Councilpersons: Kathy George, and Marcia Yunker and City of Bucyrus Landyn Hill. Motion to approve 6/25/2025 Minutes: Tommy Starner, second Eric Baldinger, Motion passed. 

Motion to accept financial report: Tim Ley, Second, Larry Schmidt, Motion passed. 

Motion to approve Bills for payment: Tim Ley, second, Eric Baldinger, Motion passed. 

Presentation and approval of monthly Bank Reconciliation. 

Old/Unfinished Business: 504 S. Union, Galion: Land Bank property. Neighbor has possessions on this property and tree limb. Eric Baldinger along with Galion PD paid a visit and the issue should be resolved. 636 S. Central in New Washington: Parts of property considered by EPA, to be an industrial landfill requiring continuous monitoring costing from $15,000 to $100,000 per year for an unspecified period. There was a motion that Land Bank not accept this property (deemed to costly) by Eric Baldinger and second, Tommy Starner, Motion passed. 

710 Clay St. Galion: Still waiting for Galion City Council to agree to accept the property. There was a motion to prepare deed pending acceptance by Galion City Council at Aug. 12 meeting. Tim Ley, second Tommy Starner. Eric Baldinger abstained Motion passed: 

343 S. East St. Galion: Site visit 7-29-25, monitoring wells are in place, remaining sample barrels to be removed from site. 

126 S. Kibler New Washington: Site visit 7-28-25. Originally thought that there were to tanks in the ground, subsequently discovered 8 tanks. Doing borings and samples of soil and will be sampling soil on neighboring property. Soil will be taken offsite for testing. 

1079 Poe Rd.: Waiting on asbestos abatement, demo could be within a month. Land Bank may act as agent for Park District. 

Grant extension: Ended June 30, still waiting to hear back from them. 

New Business: Suggest that someone from The Partnership serve on Land Bank's Board and possibly take over the Land Bank in the future.
