January 26, 2022 Meeting Minutes

Crawford County Land Reutilization Corporation minutes January 26, 2022

The meeting was called to order by Chairwoman Cindy Edwards at 3pm.

Present were Cindy Edwards, Barb McCullough, Jennifer Kuns, Kevin Myers, Jeff Reser, Tim Ley and Doug Weisenauer. 

Absent was Bob Johnston.

Guests present were Tom O’Leary, Linda Horning Pitt, Cory Spackey, Gary Frankhouse, John Rostash and Eric Baldinger.

Due to limited time the Brownfield Grant was moved to first on the agenda. The projects being proposed for the first round are East School in Galion, Bucyrus Ice Plant and a vacant burned structure on East Perry St. in Bucyrus. 

Tom O’Leary requested to address the Board on the East School property. He expressed concerns about the potential cost of the cleanup and who would be responsible. He wished to let it be known that he has concerns and is opposed to including this property.

Barb McCullough will get documents prepared and signed by the owner that will ensure the Land Bank and the City of Galion will not be held liable.

Doug Weisenauer stated that he felt comfortable in proceeding with the application knowing that we can still drop this project if the actual bids are over budget for the grant. 

The board discussed the complaints that have circulated in the community for years about the property and what the positive effect the area would receive if the school building were removed.

Doug Weisenauer moved with a second by Tim Ley to apply for the grant funding for the East School, motion passed. 

The minutes of the previous meeting was distributed. Jennifer Kuns stated that she attended the previous two meetings by phone. The secretary apologized by not including her as present. Kevin Myers moved with a second by Jeff Reser to approve the minutes providing Jennifer Kuns is added to the previous minutes, motion passed.

The finance report was discussed. Doug Weisenauer moved with a second by Kevin Myers to approve the finance report, motion passed.

The bills to be paid were presented for approval. Jennifer Kuns moved with a second by Doug Weisenauer to pay the bills, motion passed.

The Bank Reconciliation reports were circulated for board member signature.

The property at 205 Dudley Street in Bucyrus was discussed. The previous end user has withdrawn their interest in the property. Barb McCullough will place the property for sale and try to gain a new end user.

The website was discussed and John Rostash will get some items updated.

At the November 24, 2021 meeting Bob Johnston told Cindy Edwards that he wished to step down from the board. At todays meeting Eric Baldinger is willing to replace Bob Johnston as a board member. Cindy Edwards stated that Bob Johnston has not submitted a resignation in writing and questioned if it was required. It was decided to check the bylaws and appoint Eric Baldinger at our next meeting. 

Doug Weisenauer moved with a second by Jeff Reser to keep the same officers for 2022, motion passed.

The 2022 budget was discussed. Doug Weisenauer moved with a second by Jeff Reser, motion passed.

Tim Ley moved with a second by Tim Ley to adjourn, motion passed.

The next meeting will be February 23rd.
