November 18, 2020 Meeting Minutes

The meeting was held via zoom and called to order at 3pm by Vice Chair Jennifer Kuns.
Present were Jennifer Kuns, Barb McCullough, Kevin Myers, Jeff Reser, Landyn Hill, Eric Baldinger and Doug Weisenauer.
Guest present was Chris Benidict.
The minutes of the October 28th meeting was distributed via email prior to the meeting as well as the Finance report.
Kevin Myers moved with a second by Jeff Reser to approve the minutes of the October meeting, motion passed.
Doug Weisenauer moved with a second by Kevin Myers to approve the financial report, motion passed.
Bills to be paid were discussed. Jeff Reser moved with a second by Kevin Myers to pay the bills, motion passed.
The Bank reconciliation report will be presented for board member signature at a later meeting.
Discussion was had about the Land Bank Facebook account. It was decided to not do an update at this time since there is little activity.
Eight applications were submitted for the Phoenix project.
Lykens Township; Shelter at the community hall. The end user would be Lykens Township. Not accepted. We have never allowed an owner to keep the property after we have cleaned it up. Our viewpoint has been that public funds should not be spent when the owner retains possession.
City of Galion; 975 Allen St. End user would be owner adjacent. Accepted
City of Galion; 115 N Riblet St. End user would be the property owner adjacent. Accepted
City of Galion; 514 Harding Way East. End user would be the City of Galion. Since this is a commercial building the city requests that we commit $25,000 to the project and the city will oversee. Accepted contingent upon demolition of the building(s).
City of Bucyrus; 411 Wallace Ave. End User would be the city of Bucyrus. Accepted.
City of Bucyrus; 822 Woodlawn Ave. End user would be the City of Bucyrus. Accepted
Jefferson Township; 6822 Middletown Rd. End User would be Daniel Garvin (per Alan Garvin owner of 6822 Middletown Rd. property). Accepted contingent upon the Land Bank retain ownership. We have never allowed an owner to keep a property after we have cleaned it up. Our viewpoint has been that public funds should not be spent when the owner retains possession. We feel that a close family relative is in the same spirit.
Jefferson Township; 7195 Kirchbaum Rd. End User would be Troy Rudd (who lives down the road from the property & shares no property line). Accepted contingent upon the Land Bank retain ownership. We do not allow an end user that does not own a contingent property (with the exception of Municipalities).
Kevin Myers moved with a second by Doug Weisenauer to approve the decisions on the applications accepted, those accepted with contingencies and those not accepted. Motion passed.
The 2021 budget was reviewed. Doug Weisenauer moved with a second by Kevin Myers to approve the budget, motion passed.
Meeting ended at 3:36 when time ended and zoom cut off the meeting.
